  2. Less involvement of NGOs in Natural Resource Management Sector
  3. Financial constraint for NRM activities.
  4. Absence of local laws that restrict livestock and people from entering enclosed areas.
  5. Rural land administration policy needs revision, and formulation of compensation
  6. Poor awareness creation regarding the importance of land administration system due to
    low of people in pastoral land administration system in the region
  7. Low capacity for some experience Zonal and Wareda administrators for effective
    implementation of PSNP program.
  8. In PSNP, we frequently encounter delay of food dispatch from federal level
  9. Plant health clinic laboratory and fruit nursery site were in the hands of the SRS Police
    Construction Work, Procurement & Special Service Enterprise and SRS Peace,
    Administration and Justice Bureau particularly the special police at the Eilbahey dam
    area (Gidhibka) respectively. Therefore, Activities on Strengthening the regional plant
    clinic and Propagation of fruit seedlings (Papaya and Guava) were delayed due to these
    matters.

    This requires support from the regional administration
  12. Shortage of development agent’s transportation for supervision: –
    – Crop science DA’s
    – Natural resource DA’s
    – Cooperative DA’s
    – Irrigation DA’s
  13. Inadequate capacity building projects on crop production, protection and horticulture for
    experts and DA’s.
  14. Insufficient demonstrations on the recommended crop production practices for improved varieties, fertilizers and effective pesticides.
  15. Somali and Oromo border district conflicts affected the crop production.
  16. Weak linkage of Farmers-Researchers-Extension service providers.
  17. Shortage of certified agricultural inputs availability: –
    • Improved seeds and seedlings
    • Fertilizers
    • Farm tools
    • Pesticides and sprayers
    • Farm machinery
